A message, missed call, or form start is an inquiry. It becomes a qualified lead only after the campaign’s written standards are confirmed. The definition is applied the same way before and after launch.

A prospect who does not answer, rejects a quote, chooses another contractor, delays the work, or receives a quote without closing is a sales outcome - not an invalid lead.
